Saint Helens Arts Commission spends over $4000 for Paper Arches

The arches were made up of old recycled newspapers and placed in McCormick Park across the street from the Technology Center/Library along the jogging trail.  You may notice a dog using one of them for a toilet.  They were part of a city beautification grant.  The "artist" that created this unique work promised that it should be able to last at least 6 months or more. 

It would appear that about a month later, we now have "fallen arches."  The City Art commissions investment seems to have gone the way of trash.
If a citizen were to do this sort of a thing on their own, they would probably be fined for littering.  The artist was rewarded instead of fined.  Is the city more beautiful because of this art?  You be the judge.
